In 1988, Yury Polyanskov assumed the task of creating a classical university in the city of Ulyanovsk and went on to become director of an affiliate of Moscow State University named after Lomonosov M.V. — Vice-Rector of Moscow State University, and in 1996, Rector of Ulyanovsk State University. Since December 2006, he has held the position of USU President.
President Polyanskov was born on September 16, 1940 in Popovka village, Ulyanovsk region, in a family of office workers. In 1958, after graduating with honors from high school he worked as a mechanical technician at Ulyanovsk fuel-efficient engine plant (now OJSCVolga Motors") and studied part-time at the Machine Building Department of Ulyanovsk State Technical University. After graduation, he started his career in higher education at this university, where he went from being a junior research worker at the Department of Mechanical Engineering to a vice-rector.
President Polyanskov's chief interest is mathematical modeling of technical and technological systems. He has served as advisor for 8 Candidate's degree dissertations. His research efforts have resulted in over 230 scientific papers and teaching manuals, 13 invention certificates and patents, 4 monographs. He has been in charge of over 20 grant-winning research projects. In 2003, President Polyanskov became the State Prize winner in Science and Technology.
President Polyanskov is in charge of efforts to achieve the university's integration into the regional, national and international higher education area. He initiated signing a general cooperation agreement between USU and the Governor of Ulyanovsk region, which provides for the implementation of important joint programs in education, culture, science, high technology, social work. During his time as President numerous strategic partnership agreements with leading business companies and enterprises have been signed, such as "Volga-Dnepr" group of companies (Moscow-Ulyanovsk),Aviastar - SP", JSC «UAZ» (Ulyanovsk Automobile Plant) and others, to offer personnel training and retraining programs, conduct joint research and social projects, set up a corporate university. Another important achievement is creation of a consortium between USU, Research Institute of Atomic Reactors (Dimitrovgrad, Ulyanovsk region), National Research Nuclear University (MEPhI), Troitsky Research Center, to facilitate implementation of major innovative projects.
President Polyanskov is actively involved in research, education and community work. He chairs the Doctoral Dissertation Council, guides a number of scientific, educational, research and production programs, heads the Computer-aided Design Center and the Department of Mathematical Modeling of Engineering Systems.
