1. General Requirements:

An extract from the Admission Regulations of Ulyanovsk State University for 2015-16 academic year

Particularities of admission procedures for foreign citizens and stateless persons

1. Foreign citizens and stateless persons have the right to obtain higher education due to budgetary appropriations according to international treaties of the Russian Federation, federal laws or the quota of education of foreign citizens and stateless persons established by the Government to the Russian Federation (further an education quota for foreign citizens), and also at the expense of means of natural persons and legal entities according to the contracts of paid educational services.

2. Admission of foreign citizens and stateless persons, including the compatriots living abroad within an education quota of foreign citizens is carried out in the directions of the federal executive authority which carries out functions on the state policy development and legal regulation in education. Specified persons pass additional entrance tests of a creative and (or) professional orientation in case that such entrance examinations (tests) are arranged by the university. Matriculation of foreign citizens and stateless persons within a quota of education is executed by a separate order (orders) of the university.

3. The foreign citizens and stateless persons who are the compatriots living abroad have the right to the higher education on an equal basis with citizens of the Russian Federation on condition of observance by them the requirements provided by article 17of the Federal law of May 24, 1999N 99-Federal Law About the state policy of the Russian Federation concerning compatriots abroad (further - the Federal Law N 99-FL).

4. The compatriots who are participants of the State Program for assistance to voluntary resettlement to the Russian Federation and the compatriots living abroad according to Decree of June 22, 2006N 637(further the State Program) approved by the President of the Russian Federation, and members of their families have the right to obtain higher education according to the State Program.

5. Enrolling foreign citizens and stateless persons for training according to programs of a bachelor degree and programs of a specialist’s degree on the basis of the secondary general education on spaces under contracts of paid educational services the institution of higher education holds not less than two entrance tests chosen by it independently from the number of tests established by the approved federal executive authority which carries out functions on development of the state policy and legal regulation in education.

6. While submitting the documents for training a foreign citizen or a stateless person specifies in the application for admission the details of an identification paper, or an identification paper of a foreign citizen in the Russian Federation or the identity of a stateless person in the Russian Federation according to article 10 of the Federal Law of July 25, 2002N 115-FL About the legal status of foreign citizens in the Russian Federation (further an identification paper of a foreign citizen), and presents according to the subparagraph A point 55of the Regulations the original copy or a copy of an identification paper, citizenship, or an identification paper of a foreign citizen.

The compatriot specifies in the application for admission the data of his enrollment to training according to article 17of the Federal Law N 99-FL or according to the State Program. Being enrolled for training according to article 17of the Federal law N 99-FL the compatriot presents apart from the documents specified in point 68of the Order, the original copies or copies of the documents provided by article 17of the Federal Law N 99-FL.

7. Admission of foreign citizens and stateless persons for training on the educational programs containing the information which contains the state secret is carried out only within a quota of education of foreign citizens with observance of the requirements provided by the legislation of the Russian Federation on the state secret.

8. Admission of foreign citizens for training on the educational programs demanding a special order of implementation of federal state educational standards in connection with the use of the data containing scientific and technical information which is subject to expert control is carried out according to the decision of the founder.

Admission documents:

A certificate (or a diploma) on education with the transcript of the studied subjects and marks or points (with the notarized translation into Russian);

The copy of the international passport (with the notarized translation into Russian);

Statement of good health;

8 photos 3×4.

2. Application dates:

Application of admission documents to Ulyanovsk State University traditionally begins in the middle of June. To specify the application dates in 2016, address by e-mail: pk@ulsu.ru.

3. Language Requirements:

While applying to USU for admission the Russian language exam is taken among other entrance tests (examinations). Foreign students live in a modern comfortable residence hall (accommodation cost from 12 to $40 monthly) located on Sviyaga River Embankment within walking distance from the university building.

Cozy, modern refectories are located throughout the university. A wide selection of ready-made products and low cost of a meal on average about $3 is provided.
