Since 1991 Ulyanovsk State University trains highly qualified specialists for Foreign and Neighboring countries. In 1991 12 Indian citizens became the first foreign students of the medical school and were trained on a contractual basis. Since 2002 the university has been training foreign citizens in the programs of the Russian Ministry of Education and Science at the expense of the federal budget.
Stable work with department of the international cooperation of the Russian Ministry of Education and Science, the conclusion of individual contracts and contracts in education with local, regional and All-Russian public organizations, improvement of social conditions promoted increase in number of foreign students of higher education institution. In 2008 to optimize the work with foreign students the office of the Vice-Rector for External Affairs, Youth Policy and Social Work, the Center of International Education (CIE) were established. Their structure includes preparatory office for foreign citizens. The preparatory office provides study of Russian and development of the claimed state program of pre-university tutorial preparation by foreign citizens. It is necessary for educational continuation at the first year not only at ur higher education institution, but also at other Russian universities.
Employees of CIE provide all complex of work to receive foreign citizens and get them trained in the preparatory office.
Now about 300 foreign citizens from 6 regions of the world are trained at USU. Foreign citizens are trained at institutes and at graduate departments of the university according to humanitarian, natural-science, medicobiological, technical, economic programs and various forms of education.
For 20 years the university has trained 153 national qualified workers for foreign countries, including 24 graduates, who got first-class diplomas. These are the specialists in medicine, economy, information technologies, law, etc.
In 2008 Auadi's two foreign citizens Hassen Ben Brakhim (Tunisia) and Chadi Afghani Makhammad (stateless person) were awarded a scientific degree of the candidate of medical sciences by the decision of the State Commission for Academic Degrees and Titles of the Russian Ministry of Education and Science. In December, 2012 the citizen of the People's Republic of China defended the Ph.D. thesis on political sciences.
The centre of International education is the structural division of the Administration of External Affairs, Youth Policy and Social Work of USU. It is made up of the foreign citizens work sector and preparatory office sector.
The aim of the Centre of international education's activity is the organization of enrollment and training at USU for foreign citizens. The system also includes their psychological adaptation in Ulyanovsk.
The activity of the Center is directed at solving the following tasks:
- to provide training of highly qualified specialists among foreign citizens together with other divisions of the University
- to perform tasks of the Federal agency by training specialists according to governmental agreements of the Russian Federation with foreign countries, agreements and the protocols signed by University with foreign partners
- to train foreign citizens on Russian, for them to continue their study in Russia both at USU, and at other Russian higher education institutions.
