The need of regulating standard and legal and organizational issues in the course of creating modern educational and methodical complexes at USU on the basis of uniform structural and ideological, program, technological and design approach, and also the process of working out the electronic means of instruction lead to the foundation of the Department of Electronic Publications in September, 2002. Availability of up-to-date teaching materials at USU considerably improves its image and raises competitive opportunities of the university, expands the market of educational services, creates prerequisites for USU integration into information and education space of the world academic community. Due to computer technologies development, advancement of the regional and Russian telecommunication infrastructure, expansion of access for the population to the Internet and, eventually, development of educational market globalization processes, teaching materials availability will allow USU to introduce and use actively in the near future the most perfect electronic (courses on CDROM, computer training programs, etc.) and computer network (the Internet, the Intranet) technologies of training. For the purpose of ability to integrate and information exchange within common information space the sufficient attention is given to questions of component standardization and technologies of educational process taking into account international technological standards.

Electronic Publications Department carries out the analysis of the existing technologies of electronic manuals package formation and optimum principles of their creation. It makes up a uniform principle and develops a technique of creating structured electronic training courses of its own and other auxiliary multimedia instruction materials, develops uniform criteria and requirements to the structure of courses.
