The Institute was founded in 2003. It consists of the three faculties Linguistics, Intercultural Relations and Professional Communication, Russian-American Faculty, Russian-German Faculty and two centers International Language Centre "INTERLINGUA" and Saint-Exupéry's International Linguistic and Cultural Center. The main objective of the Institute is to train highly qualified specialists who are able to exercise professional and scientific activities as part of integration of Russia into the international economic, cultural and educational space. Today, the education process is implemented by more than 130teachers, including 14Doctors of Science and 50Candidates of Science.

The four faculties offer various specialist and bachelor degree programs:

More than 700students are studying at the Institute. Students are trained using language laboratories and video rooms with modern equipment, which allow to learn foreign languages with the help of the most effective techniques, and there are also linguistic computer laboratories giving the opportunity to use Internet resources.

All students at the faculties of the Institute of International Relations learn two foreign languages, which gives them additional opportunities for social adaptation, increases chances of employment by prestigious joint enterprises operated in cooperation with foreign partners both in Russia and abroad, and enables them to continue their education at foreign partner universities in USA and Germany, as well as universities and colleges of Great Britain and France.

Since September 2003, Ulyanovsk State University has collaborated with the Ministry of Foreign Affairs of Russia, which gives students the opportunity to participate in training and pre-diploma internship programs at the Department of International Organizations of the Ministry of Foreign Affairs. After graduation, they may participate in the competitive selection for diplomatic positions. The knowledge of two foreign languages, one of them English, is an indispensable condition for recommendation to undertake an internship in the Ministry of Foreign Affairs.

Students who complete an additional degree program may be recommended for an internship at the Ministry of Foreign Affairs of the Russian Federation and have an advantage in the competitive selection held by employers in Russia and abroad.

Ulyanovsk State University cooperates with leading universities of Russia in the field of international education, such as the MGIMO (Moscow State University of International Relations), Moscow State University, Diplomatic Academy, Moscow State Linguistic University, Institute of Linguistics at the Russian Academy of Sciences. Under agreements for cooperation in science, education and development of educational technologies, leading national experts from these universities are invited to give lectures and practical courses at the faculties of the Institute of International Relations.

Faculties of the Institute of International Relations have a long partnership with educational institutions of the USA and Germany jointly with the international educational and cultural programs are carried out:

Students enrolled in all programs offered by the Institute of International Relations, including professional development programs, have a chance to study in their chosen field at partner universities in the U.S. and Germany pursuant to the terms of cooperation agreements and take part in their summer programs.

The linguistic center "INTERLINGUA" is a structural subdivision of the Institute of International Relations which provides language training in the English, German, French and Spanish languages offering a variety of language programs.

Classes in the Linguistic center are taught by highly-skilled teachers employed by various departments of the Institute of International Relations, who help prospective students prepare for entrance examinations in foreign languages and work with current students willing to improve their knowledge of a foreign language or learn an additional language, prepare for international exams needed to study at foreign universities or find a job in joint enterprises.

The PROSET project (Promoting Sustainable Excellence in teaching and Assessment of English) supported by TEMPUS.

Dr. Tony Green is a well-known specialist in language testing. He visited the Institute of International Relations under the project PROSET (Promoting Sustainable Excellence in Teaching and Assessment of English) supported by TEMPUS.

Dr. Green works at the Centre of Language Learning and Assessment at the University of Bedfordshire. He is engaged in research in the area of language testing and academic literacy, writes articles, supervises the PROSET project under the grant of the European Commission supported by TEMPUS-IV, which was won by a consortium of 16 universities and organizations. Among the project participants are four European and ten Russian universities, Russian Ministry of Education, National Association for the Teaching of English (NATE), the representative office of the Cambridge University Press in Russia.

The Institute of International Relations holds open day for students every year.
