Center for Social and Legal Assistance to the Population. Legal Advising Office
The Legal Advising Office at the Faculty of Law of Ulyanovsk State University was established in 1999 on the basis of the USU Law and Government Service Institute. Its objectives are: training of skilled socially-oriented lawyers; providing free legal assistance to people in need. Annually there are students enrolling in the Legal Advising Office. The Legal Advising Office includes not only all subjects of Law specialization but also Lawyer Skills interactive course.
From 1999 to 2006 in the Legal Advising Office students consulted citizens, consultations took place in the constituency office of the Ulyanovsk State Duma deputy I. A. Mokevnin, in the Ulyanovsk branch of Azerbaijanian non-governmental organization «Nizami», in the Ulyanovsk non-governmental organization «Garantia», in the constituency office of the local social movement «Ulyanovzi», in "the All-Russian Professional Servicemen Union Organization" local office, in the office of All-Russian non-government organizationRussian Union of Afghanistan Veterans" (the Ulyanovsk local organizationVIVAT").
On the 5 of July 2007 the Agreement about cooperation to increase Ulyanovsk Region population awareness in the legal field was signed. It was initiated by the President Representative in the Volga Federal District Alexander Konovalov. According to this Agreement Ulyanovsk State University assumed responsibility to create constant Legal Advice office. To fulfill this Agreement in September 2007 Ulyanovsk State University created the Social and Legal Assistance Centre located on 40/9 Goncharova st., office 219a.
Center priorities are:
- Providing free social and legal help;
- Designing and realizing of programs and events devoted to legal enlightenment;
- Making cooperation between USU, government and non-government organizations in order to coordinate the legal system for vulnerable people and people in need.
Free legal help is provided by senior law students of UlSU who passed a special Legal Advice course. Consultations are prepared with the help of professors. Also help might be provided by the Centre employees and law professors.
Since 2008–2009 academic yearProviding of legal help" course has become obligatory for all full-time students of the USU Law and Government Service Institute. Under this course all senior students provide legal help to people in the Center for Social and Legal Aid and participate in the legal enlightenment events.
