2020-05-14 13:05 At an online meeting, the Minister of Science and Higher Education of the Russian Federation Valery Falkov addressed the members of the Union and his colleagues with a number of proposals regarding social support for students and the organization of activities at universities during the examination session period and the admission campaign.
“We understand the current situation in which many
Russian families find themselves, especially those families where children
graduate from schools and plan to apply to higher education institutions this
year” the minister said. According to Valery Falkov, one of the key issues at
the moment is the tuition fee at universities. The ministry has considered the
proposals for adjusting the cost of education and recommends that universities
set tuition fees for the next academic year not higher than the cost of education
“We believe that the best solution is to recommend universities to determine the cost of education for the next academic year not higher than the level of the 2019/20 school year. One of the requirements of the ministry to universities in connection with the forced transition to distance learning due to coronavirus is to maintain the quality of education. The quality of education depends, first of all, on teachers, whose labor costs a significant part of university funds. In connection with the temporary transition to distance learning, the burden on teachers is significant. It has grown significantly, first of all, due to the increase in the time of individual work with students and additional consultations” Valery Falkov said.
This decision is part of the package of socio-economic support for higher education and allows one to balance the interests of students, teachers and universities. As part of this package of measures, a university-based student employment program has already been launched.
Speaking about final examinations of university graduates, the minister drew the attention of colleagues to the existing experience in organizing the defense of graduation projects and examinations in distance learning formats. “Universities should provide efficient and well-organized work in this respect. The ministry is ready to provide assistance. In our opinion, a lot depends on the decisions of the university administration teams and their ability to solve problems” the minister said.
Valery Falkov also touched on the issue of organizing graduation ceremonies: “The Ministry of Education and Science of Russia offers, together with the Russian Union of Rectors, the presidential platform“ Russia is a country of opportunities ”, and also with the participation of all universities, to hold the first All-Russian student graduation ceremony in an online format. We are sure that the graduation ceremony will not only turn out to be bright and memorable, but will once again demonstrate the ability of universities to combine efforts ”.
