The cooperation agreement between Lomonosov Moscow State University and Ulyanovsk State University was signed on July 18 in Moscow. The agreement was signed by academician Viktor Sadovnichy, the Rector of MSU and professor Boris Kostishko, the Rector of USU. The major areas of cooperation between the preeminent  university of the country and the flagship university of the Ulyanovsk region were determined as the following: the assistance in exchanges of scientists, graduate students and senior students, mutual cooperation in raising pedagogical and scientific qualifications of teachers and researchers, the provision of detailed information on methodological textbooks, curricula, publications and research materials; sharing experience in developing advanced methods  of teaching and technologies as well as bilateral symposia, seminars and conferences.

Its history started in February 1988 from the decree of the Soviet of USSR Ministers to open the first subsidiary of Lomonosov Moscow State University in Ulyanovsk.
